Michael R. Bloomberg Announces Contingency Plan for Illegal Strike by
Transport Workers Union
This plan includes vital transportation information in the event of a
strike. Below is an outline of selected key information. Check
the contingency plan for complete information.
Shuttle Bus Service Between 383 Madison Avenue and MetroTech
Bear Stearns has contracted three large busses that will shuttle back
and forth between 383 Madison Avenue in Manhattan and our MetroTech offices
in Brooklyn. The shuttles will begin at 6:00 am at 383 Madison Avenue
(on Vanderbilt) and begin the return trip from MetroTech (Flatbush Avenue
and Gold Street) approximately 45 minutes later depending on traffic.
The shuttles will continue throughout the day and the last bus will leave
MetroTech at 8:00pm to return to the City. For more information please

Black Car Service
There will be severe limitations on the availability of Black Car service
during the strike. The firm has reserved some cars for our use. Anyone
needing to book Black Car service should contact their department administrator.
Reservation of Arterial Roadways
Key arterial roadways in Manhattan will be reserved for public safety
and for priority transportation services only from 6:00 AM to 8:00 PM.
These roadways include 5th and Madison Avenue from 23rd Street to 96th
Street as well as 49th and 50th Streets from 1st to 12th Avenues.

High Occupancy Vehicle Requirements

All Bridge and Tunnel Crossings to Manhattan will have an HOV 4
(minimum of 4 occupants per vehicle) requirement in both directions,
24 hours a day during the week and will have an HOV 2 (minimum of
two occupants per vehicle) requirement 24 hours a day during the weekend.

Per the Office of Emergency Management, vehicles with handicap permits
and plates will have access without 4 passengers in the vehicle.

Additional roadways throughout the city will have HOV restrictions.

MTA's Non-New York City Transit Operations Continue
While most New York City Transit bus and subways will not be operating
in the event of a strike, the Staten Island Railway, as well as New York
City Transit's Staten Island Railway and Brooklyn, Queens and Bronx franchise
buses will not be affected. They will continue to operate, but commuters
should be prepared for significant crowding and delays.
Lane Reversals
Check Contingency Plan for a complete list of Lane Reversals on the Manhattan
Bridge, Williamsburg Bridge, Brooklyn-Battery Tunnel, Queens-Midtown Tunnel
and the Lincoln Tunnel.
Park & Rides and Carpool Staging Areas
The Contingency Plan has complete list of Park & Rides and Carpooling
Staging Areas in all five boroughs.
Additional Ferry Services
Additional ferry service will be offered by both public and private entities
covering various routes in and out of Manhattan. Existing ferry service
will also be expanded.
Taxi and Limousine Restrictions
The Taxi and Limousine Commission will allow group rides in taxicabs.
The restriction on street hailing of livery cab services will also be
lifted. Check the Contingency Plan for complete information.
Pedestrian and Bicycle Commuting
Any employee wishing to ride their bicycle to 383 Madison, should enter
through the Loading Dock on 46th Street. Arrangements are being made by
security to secure your bicycle in that area. Please contact the Security
Department at 212-272-4333 to make arrangements. If anyone is interested
in riding their bicycle to MetroTech, bicycle racks will be available
in the Commons area. You will be responsible for securing your own bicycle.
